Women's Complaint Redressal Cell

As per the Government Resolution of the Government of Maharashtra, Department of Women and Child Development, No. Makachau-2013/C.R.63/Makk, New Administrative Building, Mantralaya, Mumbai-32, dated June 19, 2014, and in accordance with the “Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013” (POSH Act, 2013), the legally constituted committees have been established to investigate the complaints received. Pursuant to the Administration Department's Office Order No. 2026/644 dated 27.05.2026, an "Internal Complaints Committee" has been established at the Mahabeej Head Office, Akola level, and "Local Complaints Committees" have been established at the Divisional Office level.

Constitution of the Committee:

• Chairperson and Members: Among the members of the “Internal Complaints Committee,” a senior woman officer is selected as the Chairperson. From the staff members, more than two members are selected who are committed to the rights and justice of women, possess experience in social work, or have knowledge of the law.
• NGO Representation: One member is included from a semi-government organization or institution committed to the rights and justice of women, or an individual who is well-acquainted with issues related to the sexual harassment of women.
• Women's Representation: At least half (50%) of the total number of members in the committee must be women.

Functions / Objectives of Women's Complaint Redressal Cell – "Internal Complaints Committee" & "Local Complaints Committee" :-

  1. To establish a "Women's Complaint Redressal Cell" for protecting the interests and welfare of the entire women workforce working under all offices of the Corporation.
  2. To prevent sexual, physical, mental, or any other form of harassment of women, to work for their general welfare, and to redress their grievances.
  3. To create an excellent, safe, and fearless environment so that women do not face harassing behavior at the workplace.
  4. To accept complaints against sexual harassment of women at the workplace with strict confidentiality.
  5. To conduct a fair and impartial in-camera inquiry, maintaining proper confidentiality in accordance with the rules and provisions of the Act, regarding complaints received from female employees concerning sexual, physical, mental, or any other related harassment at the workplace.
  6. To provide a reasonable opportunity to both the complainant (plaintiff) and the respondent (defendant) to present their cases, to record the statements of witnesses suggested by them as well as direct eyewitnesses to the incident, to consider them holistically, and to submit an inquiry report with appropriate recommendations unanimously for approval in the hierarchy of: Local Complaints Committee >> Internal Complaints Committee >> Management.
  7. If found guilty, to propose disciplinary measures in the hierarchy of: Local Complaints Committee >> Internal Complaints Committee >> Management.
  8. To submit the report to the management for taking legal action against the guilty person after the conclusion of the inquiry, in the hierarchy of: Local Complaints Committee >> Internal Complaints Committee >> Management.
  9. To provide necessary assistance and cooperation to the victimized woman.
  10. To create awareness and organize training sessions to prevent sexual harassment within the establishment.

To investigate complaints received under the "Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013", a total of 7 committees have been formed, consisting of 1 "Internal Complaints Committee" established at Mahabeej Head Office, Akola level, and 6 "Local Complaints Committees" at the Divisional Office level.
